In the Top View, select the petal, then go to Hierarchy Panel and choose Affect Pivot Only. Next, move the Pivot of the petal in the center of the flower.
Switch to the Top View. Select the petal, then go to Tools > Array.... Set the Array Dimensions to 1D with 18 Counts and the Rotation Increment value to 20 on the Z axis. Hit OK.
Our daisy is now done. Play around with the petals, especially by beding some of them, but you can even add a few more, to get rid of the repetitive effect and get a more realistic look.
